Umrah and Work-Visa Travellers: Why They Are Offloaded and How to Protect Yourself

Umrah and Work-Visa Travellers: Why They Are Offloaded and How to Protect Yourself

Every year hundreds of thousands of Pakistanis travel to Saudi Arabia and the Gulf — for Umrah, or for work. In 2025, Saudi Arabia alone hired over 5.3 lakh Pakistani workers (Profit). FIA has said that most of the passengers it offloaded in 2025 were travelling on visit, Umrah and work visas (Dawn). For a pilgrim, offloading means a missed spiritual journey; for a worker, it can mean a lost job.

This article explains why these travellers are stopped and how to protect yourself.

Work visas: the protector requirement

Pakistanis going abroad for employment must be registered with the Protector of Emigrants under the Emigration Ordinance, 1979. The Protectorate checks that the employment contract is genuine and offers protection against exploitation (Bureau of Emigration). A worker without protector registration — often called a "protector stamp" — is a common reason for offloading.

How registration works

  • Through a licensed Overseas Employment Promoter, who processes the registration for workers they place.
  • Direct employment — where you found the job yourself — can be registered online through the Bureau's e-Protector system, introduced in September 2023, which issues an electronic registration certificate.
  • For direct employment, the rules require the employment contract to be attested by the Pakistani embassy in the country of employment.

What workers should carry

  • Passport and work visa
  • Protector registration certificate
  • Employment contract and employer details
  • Any documents from your Overseas Employment Promoter

In 2026 there were reports of workers with valid visas being stopped over an alleged affidavit requirement; FIA denied imposing new conditions and the federal minister ordered action (Arab News). The Senate was also told that 15 work-visa candidates had been offloaded without justification. If you have valid registration and are still stopped, that is precisely the kind of case to challenge.

Umrah travellers: documents and list entries

Most Umrah pilgrims travel without difficulty. When they are stopped, it is usually for one of two reasons.

1. Concerns about the trip

Carry your Umrah visa, confirmed return ticket, accommodation details, and the details of your group or operator. Be ready to explain who you are travelling with and when you return.

2. A name on a list

Some Umrah travellers are offloaded because their name is on the Passport Control List or a stop list — sometimes because of an old case, a deportation from another country, or an agency's recommendation. The best-known recent example is Moin ud Din, offloaded at Islamabad airport in December 2025 while travelling for Umrah. In September 2026 the Islamabad High Court declared unconstitutional the rule allowing PCL placement on an agency's recommendation and ordered his name removed within 15 days (Express Tribune).

If you have any pending case, past deportation or earlier offloading, check before you book. Our guide on removing your name from the ECL, PCL or PNIL explains how.

Elderly and family pilgrims

Many Umrah groups include elderly parents, women travelling with mahram relatives, and children. Keep everyone's passports, visas and return tickets together, travel with the same group, and carry proof of relationship — a marriage certificate, B-forms or the family registration certificate — so the group's travel plans are easy to verify. Elderly pilgrims should carry a short note of any medication and the group leader's phone number.

What the Senate was told about offloading

A Senate report on 2025 figures, reported in May 2026, recorded that 85 immigration officials had been penalised for misuse of authority, that 15 work-visa candidates had been offloaded without justification, and that complaints included an alleged demand of Rs500,000 at Lahore's Allama Iqbal International Airport (Profit). The message for travellers is simple: if you are asked for money to be allowed through, refuse, note the details and report it — and keep your own documents in order so there is nothing to "fix".

Check your Overseas Employment Promoter

The Bureau of Emigration monitors and supervises licensed Overseas Employment Promoters through its Protectorate of Emigrants offices, and registered workers are covered by mandatory insurance (Bureau of Emigration). Before you pay any promoter, confirm that they are licensed with the Bureau, that your contract is registered, and that your protector registration is processed in your name. Workers who go through unlicensed recruiters lose these protections and are far more likely to be stopped at the airport.

Beware of agents who cut corners

FIA has said it scrutinises travellers whose trips were arranged by agents with incomplete or incorrect information (Gulf News). Some agents send workers on visit visas to look for jobs abroad, or promise "setting" at the airport. Travelling on the wrong visa for your real purpose is a direct route to being offloaded — and can expose you to criminal investigation. Use licensed promoters and travel on the visa that matches your purpose.

If you are offloaded

  1. Ask for written reasons and a copy of the order. Courts require them, and FIA's Standing Order 07/2026 bans offloading on verbal orders (Daily Times).
  2. Keep your documents, including your protector certificate, contract or Umrah booking.
  3. Ask whether you were placed on a list.
  4. Seek review in writing from the FIA immigration in-charge.
  5. Tell your employer or operator and ask for a letter confirming your job or booking.
  6. Consider a petition if FIA does not resolve it — in the Sindh High Court if you were stopped at Karachi airport.

An unlawful offloading is not a permanent ban, and where FIA was at fault courts have ordered it to pay the passenger's ticket cost (Express Tribune).

When your employer or group is waiting

Workers

If you are offloaded on your way to a job, contact your employer or promoter the same day. Ask for a letter confirming that the job is still open and the latest date you can join. Many visas and contracts have joining deadlines, and a letter like this both protects the job and shows a court why the matter is urgent. Keep copies of every message.

Umrah pilgrims

If your group travels without you, ask your operator in writing what happens to your visa, hotel and return ticket, and whether you can join later. Umrah visas have validity limits, so speed matters. If the offloading was over a list entry, removing it is the first step; rebooking before that usually ends at the same counter.

Quick checklist

Workers: passport, work visa, protector registration, employment contract, employer and promoter details.

Umrah: passport, Umrah visa, return ticket, accommodation, group or operator details — and a list check if you have any pending case or past deportation.
