How to Remove Your Name from the ECL, PCL or PNIL

How to Remove Your Name from the ECL, PCL or PNIL

Which list you are on, who controls it, and how to get your name off it.

Key points

  • •First find out which list you are on — each has a different authority and route.
  • •A written representation comes first; courts expect you to have asked the official.
  • •The IHC has declared PCL placement on agency recommendation alone unconstitutional.
  • •Registration of an FIR is not, by itself, enough to keep you on a list.

Which list am I on, and who controls it?

ListWho keeps itLegal basis
ECL — Exit Control ListMinistry of InteriorExit from Pakistan (Control) Ordinance 1981 and Rules 2010
PCL — Passport Control ListDirectorate General of Immigration & PassportsPassport Act 1974 and Passport Rules 2021
PNIL / stop listFIA ImmigrationAdministrative listing, often on police or FIR requests

Ask FIA immigration, in writing, which list you were stopped under and on whose request. The answer decides who you apply to.

How do I apply for removal?

  1. 1

Identify the list and the requesting agency

Get it in writing from FIA immigration or the passport office.

  2. 2

    Make a written representation

Apply to the authority that keeps the list — the Ministry of Interior for the ECL, DG Immigration & Passports for the PCL, FIA for the PNIL — with your documents and any bail or acquittal orders.

  3. 3

Wait for a decision, within limits

If the authority refuses or does not decide within a reasonable time, the refusal or silence can be challenged.

  4. 4

    File a constitutional petition

A writ petition under Article 199 in the High Court with jurisdiction can order removal and protect your travel.

What have the courts decided recently?

  • •Islamabad High Court, September 2026 (Moin ud Din): Passport Rule 22(2)(b), allowing PCL placement on agency recommendation, declared unconstitutional; removal ordered within 15 days.
  • •Sindh High Court, C.P. No. D-5773 of 2025: FIA directed to remove names from the PNIL unless a court or lawful statutory order restrains them.
  • •Islamabad High Court, May 2025: names ordered removed from the ECL, PCL and PNIL in the Aleema Khan and Raoof Hasan petitions.
  • •Islamabad High Court, W.P. No. 2141 of 2023: registration of an FIR or a pending case is not, by itself, a sufficient basis for listing.

Compliance is not always quick: the Islamabad High Court has reported more than 100 pending contempt petitions over PCL removals, so a follow-up contempt application is sometimes needed.

Does the 120-day ECL limit still apply?

In April 2022 the Exit from Pakistan (Control) Rules were amended so that a name would be removed automatically after 120 days unless extended on evidence, with exceptions for serious offences. The Supreme Court examined those amendments in 2022. Check the current rules with us before relying on the 120-day limit.

Remove Name from ECL / PCL / PNIL — FAQs

Common questions we are asked

Ask FIA immigration or the passport office in writing which list you are on and on whose request. Their answer decides where you apply for removal.

The Islamabad High Court has held that registration of an FIR is not, by itself, enough to justify listing. Getting bail in the case usually comes first.

File a contempt application. Courts have warned authorities of contempt proceedings for not implementing removal orders.
