Why FIA Offloads Passengers — and Your Rights at Immigration
What FIA looks for, what to carry, and what the law now requires of immigration officers.

Key points
- •Most offloaded passengers are visit, Umrah and work-visa travellers.
- •Carry proof of purpose, accommodation, funds and return.
- •Work-visa travellers need Protector of Emigrants registration.
- •You are entitled to written reasons, and an offloading is not a permanent ban.
Why does FIA offload passengers?
- •Missing or incomplete documents for the type of visa
- •Insufficient funds or no confirmed accommodation
- •Unclear or inconsistent purpose of travel
- •Work visa without Protector of Emigrants registration
- •Forged visas or documents
- •Name on the ECL, PCL, PNIL, a stop list or an INTERPOL record
FIA describes this as risk-based screening against human smuggling and irregular migration. Reported totals for 2025 vary between sources; FIA's own figure is 39,786 passengers.
Which documents should I carry?
| Traveller | Carry |
|---|---|
| Visit visa | Return ticket, hotel booking or host's invitation and ID, bank statement, proof of job or business in Pakistan |
| Umrah | Umrah visa, return ticket, accommodation and group or operator details |
| Student | Admission letter, fee receipt, course and university details, financial support evidence |
| Work visa | Protector of Emigrants registration, employment contract, employer details |
No checklist guarantees you won't be questioned, but documents that answer "why are you going and why will you return" resolve most cases. FIA has also set up pre-departure facilitation desks where you can check before flying.
What are my rights at the immigration counter?
- •To be told, in writing, why you are being offloaded, with a copy of the order (Lahore High Court, May 2026)
- •Not to be offloaded on a verbal order alone (FIA Standing Order 07/2026)
- •To seek review from the FIA immigration in-charge
- •To challenge an unlawful offloading in the High Court — and not to have it treated as a continuing bar on future travel
Why FIA Offloads & Your Rights — FAQs
Common questions we are asked
FIA says 39,786 under its risk-based screening. Other reported figures are higher because they count different things.
Yes. Pakistanis going abroad for work must register with the Protector of Emigrants under the Emigration Ordinance, 1979; online registration is available through e-Protector.
The Lahore High Court found "insufficient funds" too subjective where no published threshold exists, and held the offloading unlawful on those facts.
