Key points
- •FIA must record detailed written reasons for offloading and give you a copy (Lahore High Court, May 2026).
- •FIA's Standing Order 07/2026 bans offloading on verbal orders alone.
- •Passport Rule 22(2)(b), allowing PCL listing on agency recommendation, was struck down by the Islamabad High Court in September 2026.
- •For Karachi airport, the case goes to the Sindh High Court, which has ordered FIA to pay a wrongly offloaded student's ticket.
Offloaded? What to do first
- 1
Ask for written reasons
Ask the immigration officer for the reasons in writing and a copy of the offloading order. Note the officer's name, time and counter.
- 2
Keep your documents
Boarding pass, ticket, visa, hotel booking, bank statement and any invitation, job or admission letter.
- 3
Find out if you were listed
Ask whether your name is on the ECL, PCL, PNIL or a stop list — the remedy depends on it.
- 4
Seek review in writing
Approach the FIA immigration in-charge and send a written representation before going to court.
- 5
Petition the High Court
If FIA does not resolve it, a constitutional petition in the Sindh High Court can declare the offloading unlawful and order list removal.
What can stop you from leaving Pakistan?
| Ground | Who acts | Legal basis |
|---|---|---|
| Exit Control List (ECL) | Ministry of Interior | Exit from Pakistan (Control) Ordinance 1981 and Rules 2010 |
| Passport Control List (PCL) | DG Immigration & Passports | Passport Act 1974 and Passport Rules 2021 |
| PNIL / stop list | FIA Immigration | Administrative listing, often on police or FIR requests |
| Work visa without protector registration | Protector of Emigrants / FIA | Emigration Ordinance 1979 |
| "Suspicious profile" — funds, purpose, documents | FIA Immigration | FIA's anti-smuggling screening; its legal basis is under challenge in the IHC |
The Constitution protects the right to leave Pakistan subject to reasonable restrictions imposed by law (Article 15), and the Lahore High Court has tied the right to travel abroad to Articles 4, 9 and 10-A as well. Any restriction must be lawful, fair and proportionate — which is why vague, unrecorded offloading has been struck down.

Travel bans & offloading — FAQs
What passengers ask us most
FIA immigration does offload passengers it considers high-risk, but courts have held that it cannot do so on vague suspicion. In May 2026 the Lahore High Court ruled that reasons must be recorded in detail and a copy given to the passenger, and the Islamabad High Court has asked FIA to show which law allows offloading at all.
Yes. The Lahore High Court has required detailed written reasons and a copy for the passenger, and FIA's own Standing Order 07/2026 bans offloading on verbal orders and requires a written justification for each passenger.
The Sindh High Court at Karachi. A writ petition must be filed in the High Court with territorial jurisdiction over the airport — the Lahore High Court has declined a case about Islamabad airport for that reason.
Usually yes. An offloading is not a permanent ban: the Lahore High Court held that an unlawful offloading cannot act as a continuing bar on future travel. If your name has been put on the ECL, PCL or PNIL, that list entry has to be removed first.
Sometimes. In 2025 the Sindh High Court ordered FIA to pay the full ticket cost to a student it admitted offloading by mistake. Compensation is not automatic and depends on the facts.
It varies. Some reported cases were decided in about four months, others took nine or more, and courts have sometimes allowed petitioners to travel while the case is pending. We tell you what is realistic for your facts.
Secure bail in the criminal case first, then apply for removal from the list. The Islamabad High Court has held that registration of an FIR is not, by itself, enough to justify a travel restriction.
