Offloaded at Karachi Airport? What to Do in the Next 48 Hours
The steps that protect your right to travel — and your case — after FIA immigration stops you at Jinnah International Airport.

Key points
- •Ask for written reasons on the spot — the LHC requires them and FIA's Standing Order 07/2026 bans verbal offloading.
- •Keep every document: boarding pass, ticket, visa, hotel booking, bank statement, invitation or admission letter.
- •A written representation to FIA first strengthens any later petition.
- •For Karachi airport, the case goes to the Sindh High Court.
What should I do right after being offloaded?
- 1
Ask for written reasons
Politely ask the officer for the reasons in writing and a copy of the offloading order or proforma. Note the officer's name, the time and the counter.
- 2
Keep every document
Boarding pass, e-ticket, visa, passport pages, hotel booking, return ticket, bank statement, and any invitation, job or admission letter.
- 3
Write down what was asked
While it is fresh, record every question you were asked and what you answered. The LHC has told FIA to document interviews too.
- 4
Check whether you are on a list
Ask whether your name has been placed on the ECL, PCL, PNIL or a stop list — that changes the remedy.
- 5
Seek FIA review in writing
Approach the FIA immigration in-charge or deputy director, and make a written representation. Courts expect you to have asked the official first.
- 6
Speak to an advocate before rebooking
If the reasons are vague or you have been listed, a petition may be needed before you travel again.
Why do the written reasons matter so much?
In May 2026 the Lahore High Court held that the right to travel abroad is protected by Articles 4, 9, 10-A and 15 of the Constitution and that any restriction must be lawful, fair and proportionate. It told FIA to record detailed reasons, document the questions asked, and give the passenger a copy. FIA's own Standing Order 07/2026 now bars offloading on verbal orders and requires a written justification logged in its border system.
Vague reasons such as "suspicious profile" or "insufficient funds" without any published threshold are exactly what the court found unlawful — so the written record is often the strongest evidence in your case.
Which court hears a Karachi airport offloading?
A writ petition under Article 199 of the Constitution is filed in the High Court with territorial jurisdiction over the place where the action happened. For Jinnah International Airport that is the Sindh High Court at Karachi, where such petitions are heard as constitutional petitions. The Lahore High Court has declined a case about Islamabad airport for this reason, so filing in the right court matters.
What can the court order?
- •A declaration that the offloading was unlawful, so it does not count against you on future trips
- •Removal of your name from the PCL, PNIL or a stop list
- •Permission to travel while the case is pending, in suitable cases
- •Payment of the ticket cost, where FIA was at fault
- •Contempt proceedings if FIA does not comply with the court's order
Offloaded? First 48 Hours — FAQs
Common questions we are asked
Note the officer's name, time and counter, and make a written representation to FIA immigration the same day. The refusal itself is relevant in court, given the LHC ruling and FIA's Standing Order 07/2026.
Not before checking whether your name was placed on a list. If it was, you will likely be stopped again until it is removed.
Usually your advocate appears for you. You sign the petition, affidavit and vakalatnama, and we tell you if any hearing needs you in person.
