Apostille vs Embassy Attestation for Documents Used in Pakistan
Which route your foreign documents need before a Karachi court, registrar or NADRA will accept them.

Key points
- •The Apostille Convention entered into force for Pakistan on 9 March 2023; MOFA is Pakistan's apostille authority.
- •An apostille confirms a signature or seal — not that the document's contents are correct.
- •Germany, Austria, Poland, the Czech Republic, Denmark, Finland, Greece and the Netherlands objected, so the old legalisation route applies with them.
- •For powers of attorney, mission attestation or NADRA's online route remains the standard in practice.
What changed when Pakistan joined the Apostille Convention?
Before 2023, a foreign document had to be legalised in a chain — local notary, that country's foreign ministry, then the Pakistani embassy. Since 9 March 2023, a document from another member country can instead carry a single apostille certificate issued by that country's competent authority. The Ministry of Foreign Affairs is the competent authority for apostilles issued in Pakistan.
Which documents should I apostille and which need embassy attestation?
| Document | Usual route for use in Pakistan |
|---|---|
| Foreign death certificate (for succession) | Apostille in the issuing country, if it is a member and has not objected |
| Foreign birth or marriage certificate | Apostille in the issuing country |
| Foreign court order or divorce decree | Apostille in the issuing country |
| Power of attorney signed by a Pakistani citizen abroad | Pakistani mission attestation, or NADRA's online route |
| Power of attorney signed by a foreign national | Own country's foreign ministry / State Department, then the Pakistani mission in person |
| Document from Germany, Austria, Netherlands and other objecting states | Traditional legalisation — apostille not accepted |
Practice can vary between offices, and published guidance is not always consistent. Before you start, tell us which office in Karachi will receive the document and we will confirm the route it accepts.
I am a dual national. Which route applies to me?
If you hold a valid CNIC or NICOP, you are treated as a Pakistani citizen and can use mission attestation or NADRA's online route. If you only hold a foreign passport, the document generally has to be legalised by your country's foreign ministry first — for example the FCDO in the UK or the State Department in the USA — and then attested by the Pakistani mission in person. Renewing a NICOP is often the simpler path.
Which countries' apostilles don't work with Pakistan?
- •Austria
- •Czech Republic
- •Denmark
- •Finland
- •Germany
- •Greece
- •Netherlands
- •Poland
These states objected to Pakistan's accession, so the Convention does not operate between them and Pakistan. Pakistan also does not accept apostilles issued by India.
Apostille vs Attestation — FAQs
Common questions we are asked
For Pakistani citizens, the standard and safest route is still attestation by a Pakistani mission or NADRA's online system, followed by registration in Pakistan. Confirm with us before relying on an apostille alone.
Get the UK death certificate apostilled by the FCDO, then send it to us. We use it with NADRA records and the other heirs' documents to apply for the succession certificate.
It confirms the signature, seal or stamp on the document, not that the contents are correct.
